Jorge Barrera APTN National NewsThe infrastructure funds for First Nation schools announced by Prime Minister Stephen Harper Monday matches the amount put on ice by Aboriginal Affairs Minister Bernard Valcourt after chiefs rejected the government’s education bill.Harper announced $500 million for First Nation schools in London, Ont., Monday as part of a larger $5.8 billion promise of infrastructure investment for projects across the country.The Prime Minister’s Office provided few details about the $500 million in its media release package and did not return requests for clarification from APTN National News.The $500 million amount, however, matches the number included in the Feb. 7 announcement by Harper, Valcourt and former Assembly of First Nations national Chief Shawn Atleo when they unveiled the First Nation Control of First Nation Education Act (FNCFNEA).The announcement came with a promise of $1.9 billion for First Nation education to accompany the bill’s passage. The total envelope included $500 million over seven years, beginning in 2015, for First Nation schools.The total package, however, was put on hold after AFN chiefs voted to reject the proposed education bill.First Nation chiefs responded by demanding the government release the education funding which is desperately needed in First Nation communities across the country.Valcourt’s office, however, said there would be no money unless the proposed education bill became law.“We will not invest new money in an education system that does not serve the best interest of First Nation children,” said Valcourt’s office in a statement released in May. “Funding will only follow real education reforms.”Valcourt’s office did not respond to requests for comment on whether the money announced by Harper is the same money announced in February and then tied to passage of the rejected education bill. A spokesperson referred questions to the PMO.Harper’s announced First Nation school funding also follows the revelation that the federal Aboriginal Affairs department has been using money destined for infrastructure to shore up its social program.The Canadian Press reported the department had diverted about $550 million over the past six years from infrastructure to social programs. The report was based on a 22 page document filed as part of a human rights complaint against Ottawa over its alleged underfunding of child and family services on reserves. Kolkata: Thirty Trinamool Congress supporters suffered injuries when a bus they were travelling in overturned near Amtala Bridge in Lalgarh. It is said some of them are grievously hurt. The TMC supporters were on their way to attend an election rally. All the injured persons were taken to a hospital in Jhargram. It is said that the driver lost control as the bus was moving at a high speed and it eventually overturned. There were around 45 persons in the bus. Local resident helped to rescue people. They removed the injured persons from the vehicle. The driver of the vehicle reportedly fled from the spot. Police removed the vehicle from the spot. The incident led to traffic congestion in the area for sometimes. The situation was brought under control by the police. According to the police, some victims suffered injuries on their limbs and a few them suffered injuries on the head. Some injured persons are being monitoring by the doctors at the hospital while most of them were released after a preliminary treatment.
TORONTO — A decrease in long-term interest rates has left Canadian defined benefit pension plans worse off this year, consulting firm Aon Hewitt says.The company, citing a survey of 449 plans it administers in the public, semi-public and private sectors, said Wednesday the drop in rates more than offset investment returns.According to the survey, the median solvency funded ratio, or the market value of plan assets over liabilities, stood at 90.6% as of Dec. 31.That represented a decline of 0.5 percentage points from the previous quarter ended Sept. 30, and a 2.7 percentage point drop from plan solvency at Dec 31, 2013, the first annual decrease since 2011.Long-term interest rates, which are used to calculate pension plan liabilites, fell nearly one full percentage point in 2014, increasing the amount plans needed to hold.Meanwhile, the survey also showed the number of plans that were more than fully funded declined to 18.5% as of Dec. 31, down from 23% the previous quarter and 26% at the end of 2013.Pension sponsors receive ‘lump of coal’ this year as rates remain stubbornly low: MercerCanadians losing out on as much as $3-billion in ‘free money’ defined-contribution pensi“If nothing else, the performance of Canadian DB plans in 2014 shows how quickly the solvency landscape can change in response to capital market volatility,” said William da Silva, a senior partner at Aon Hewitt.“Plans that stayed exposed to interest rates really took a beating in 2014,” said da Silva. “Those plan sponsors who have implemented or fine-tuned their risk management strategies performed much better than traditional plans amid interest rate declines.”Da Silva said it would be “even more crucial” in 2015 for plan sponsors to re-evaluate their approach to risk management, noting that the pending introduction of new mortality tables for the Canadian market “may have a significant adverse impact on plan solvency.”Canadians are living longer and, according to Aon Hewitt, that means changes from by the Canadian Institute of Actuaries could result in a decline in median plan solvency of more than four percentage points.

Or are the sources of this money too close to home?Since SARA seems to be having a problem with the cases l raised, let me make a complaint to you about the following cases that fall squarely in your remit:-The acquisition of a house and land in Bel Air Gardens, then state owned, below market value at that time and with no recourse to any procurement process by the former Minister of Finance of the PNC government and now 2nd Vice President and Minister of Foreign Affairs Mr. Carl Greenidge of the APNU-AFC Coalition. .The PPP/C government responded to the Burnham family’s request for land and issued 5 acres of prime land in Georgetown at no costs to former Vice President and First Lady Mrs. Viola Burnham and widow of President Forbes Burnham in D’Urban Backlands.The acquisition of a huge tract of land to the People’s National Congress for their party headquarters, Congress Place, in Sophia, at no cost and where sections have been sold over the years at market value and for profit, the most recent sale took place after the 2015 general and regional elections.All of these cases are easily investigated as all the records are publicly available. And remember the SARA Act provided for retroactivity, probably one of the first statutes that did so.As such, l am now formally laying my complaint with reference to the cases regarding corruption, abuse in public office and violation of the constitution, Procurement Act, and financial laws listed in my letter dated April 16, 2018 and those listed above and call on SARA to investigate them.The most egregious case relates to the sale of our national patrimony in oil and natural gas well below what is observed internationally and “relatively favorable to investors by international standards,” as stated in the IMF report prepared for Guyanese officials. Follow the trail Dr Thomas you will find the answers and the accounts of those who benefited.Again your letter refers to the US International Narcotic Control Strategy Report and other reports which “depicted Guyana as one of the most corrupt countries in the world”. How do you now address the most recent 2018 US State Department report which stated that“Narcotics trafficking and government corruption are the primary sources of laundered funds. However, other illicit activities, such as human trafficking, illicit gold mining, contraband, and tax evasion, are also sources. “( pg 111, Volume 11) ? You must admit that the phrase “Government corruption” was never used before to depict a “primary source of laundered funds.”Your view of the PPP/C administrations is so jaundiced that you stated that “little if anything was done institutionally between 2008- and mid 2010s to ensure “corruption is everybody’s business”. Unfortunately you have failed to acknowledge that the fundamental anti-corruption legislative framework was established under successive PPP/C governments. To name a few:–constitutional reform that insulated the Auditor General from executive interference;– many new laws -the Procurement Act; Financial Management and Accountability Act; the AMLCFT Act 2009; Mutual Assistance in Criminal Matters Act; Access to Information Act;-the removal of power to appoint judges from the President including the appointment of the Chancellor and the Chief Justice, the Director of Public Prosecutions;– the appointment of the three service commissions through a consensual parliamentary mechanism instead of appointment by the President.Backed with administrative measures to enhance transparency such as the public opening of tenders, the posting of the minutes of the opening of bids and awards by the NPTAB on its website, all of these are no longer available and the website is devoid of information. Guyana was the only country in the region that introduced such scrutiny with the procurement process.In other words, the framework to prevent and reduce corruption in government and by public officials through the separation of powers of the executive, legislature and judiciary based on rule of law was put in place by the PPP/C government. All of these measures guarded by the constitution, law and administrative mechanisms are unraveling in the APNU-AFC Coalition government.As the former Guyana Expert between 2008- 2015 on the MESICIC, the Mechanism that monitored the implementation of the Inter-American Convention Against Corruption between 2008- 2015, l wish to suggest that you familiarize yourself with the reports submitted by Guyana in the four rounds of review between 2006-2014 to see what progress was being made and the review reports of the MESICIC. All are available on the OAS MESICIC website.In closing l note your statement that “ the goal is to repel procurement fraud, stolen state assets, corruption so that Guyanese of all walks of life can be assured their roads, national patrimony , gold and other state assets are used for the betterment of all Guyanese”. Having read statements made by you and others yesterday at the symbolic march organized by SARA, l am now compelled to respond to both.My correspondence pointed out glaring instances of some of the grossest violations of the constitutional and statutory provisions regarding financial probity, transparency and accountability which you as a self-proclaimed anti-corruption campaigner would, l would have thought, be profoundly concerned about.The examples l raised were not necessarily exclusive to the powers you hold as Director of the State Assets Recovery Agency but as a citizen who spoke out so often publicly and authoritatively accusing successive PPP/C governments of massive corruption, and have continued to do so, I therefore thought that now that you head such a powerful body with a hefty legislative clout and have access to the inner camera of the political directorate that you would want to do something to expose, investigate and protect the citizens from any acts of corruption and violations of the constitution and laws of our country regardless of who was involved.Sadly, your response only confirms what most people believe that the SARU now SARA, is a body created for one purpose and with one target alone on their radar — the PPPC leaders and supporters!.This view is bolstered by official statements such as the State Assets Recovery Unit (SARU)’s response to the Private Sector Commission’s comments on the State Assets Recovery Agency (SARA) Bill, February 15, 2017:- “In some areas of corruption, the size of loss speaks for itself. Before the change of Government, the nation was losing $28-$35 billion each year through procurement fraud. With regard to illicit capital flight, the nation was losing $90 billion every year. Furthermore, the underground economy caused the nation to lose $188 billion per year. This adds up to a grand total of $306-$313 billion per year, which is a conservative figure as according to several international agencies, this amount is grossly understated. Given the purposes of the Bill and the damaging losses to the economy as stated above, it is imperative that the Bill be passed immediately. The scale of corruption discovered by SARU, to date, is astounding. The Guyanese population is eager to see the country’s assets recovered and appropriate action taken against the perpetrators of corruption. The SARA Bill is geared toward these purposes.”After the great haste to pass the bill in April 2017, supported by such screaming assertions, aimed at recovering these assets, a year has passed. You now say that “SARA does not and cannot initiate investigations without first receiving a complaint such as yours.”So can you say who made the complaints about the $28-35 B lost each year in procurement fraud or the $306-313 B per year being lost due to corruption? Strange to say, these are the same figures you used prior to the 2015 elections? Are you, sir, the complainant? And where is your evidence? If you declared such losses were real and then used your position in the SARU/SARA without evidence and mere mathematical speculation, then this is a case of reckless irresponsibility of enormous proportions.Such disinformation fed to the Guyanese electorate for several years leading up to the 2015 elections as well as friendly governments and international organizations clearly has been now exposed as a concerted political campaign to get the PPPC out of office.If your allegations are the source of these investigations, why then are the complaints and exposures made by civic-minded individuals and the media about corruption by members of the APNUAFC government not worthy of investigation?In terms of your defense as to why no action has been taken with regard to the numerous cases of corruption l raised in my previous correspondence, l wish to remind you of statements made during an Anti-Corruption Sensitisation Seminar (Demerara-Mahaica) , by your Deputy Director, Aubrey Heath-Retemyer and reported in the media on November 9, 2017 that “Guyana’s State Assets Recovery Agency (SARA) has 25 “solid cases” of officials of the previous government having properties that they acquired unlawfully using their then privileged positions”. It is now over a year later and no action has been taken.This number of “solid cases” has now dropped to 10 cases to be brought in the last quarter of this year external to Guyana as declared by you yesterday. Why wait to the end of the year, what are the reasons for the delay? Is it because you are having trouble finding “cogent evidence to satisfy the court that the property is the proceeds of unlawful conduct of a public official” as required in civil recovery under the SARA Act. Or is it you wish to keep massaging the lie against the PPPC leaders leading up to the 2020 elections? Therefore you are guilty, as are others, of the worse fraud perpetrated on the hearts and minds of the Guyanese people in the nation’s history.Whilst no case has been brought to substantiate these outrageous claims you and the government have besmirched people’s characters and lives and tried people in the public eye with no proof to uphold any of the claims.I have noted your proclivity to drop names with regards to experts from international agencies including the UNODC, the World Bank and the United Nations who you claimed helped to develop and widely reviewed the bill as to the powers of the Head of the SARA. Nevertheless, the constitutionality of the SARA Act and the Director’s powers which override the independence of constitutional post holders such as the Director of Public Prosecutions will be determined by our courts and not any unnamed international experts.And you continue to drop names with regard to “documents received from External Law Enforcement Agencies such as Interpol, Homeland Security and CFTAF have shown the massive scale of corruption and money laundering during the late 2000s to the mid 2010s”. After spending over $150 M expended on forensic audits to undercover the corruption of the PPPC government and assuming the above-mentioned documents are available, after 3 years, you have been unable to find the $30 B per annum you and others publicly claimed for years was stolen by the PPP C government.At the April 20th March, you now admit that “We can’t recover state property in this country….without fighting in the courts outside of Guyana…. It’s a global fight! The wealth has left Guyana. It is deposited into accounts in places outside of Guyana….. we need to get to those accounts to place the charges against the persons who hold Guyanese assets through some initial unlawful conduct and to try to recover it for Guyana.” A day after writing me, you now publicly admit that documents you referred to receiving from those external law enforcement “did not contain hard evidence to make out strong court cases.” You now admit that “there is a difference between information and evidence”.I hope you have taken to heart the statement by the British High Commissioner, as you do not seem to want to take the word or information of a Guyanese such as myself, or any other Guyanese, that “There can be no escape and no impunity for those who are corrupt. Regardless of where you are, regardless of who you are, everyone must act within and be subject to the laws of the land.”

Which the evil corporation induces to converge on their Chicago skyscraper headquarters by way of a monster homing-signal to recover their intellectual property. Dwayne “The Rock” Johnson is George’s zookeeper, an ex-special forces soldier turned animal rights activist who’s trying to stop the military from killing his friend, whom he believes he can still communicate with via sign language.And you’re saying this is… good?Yes! As giant monster movies go, it’s pretty damn terrific. And it was the best video game movie ever made – certainly the best since Silent Hill 12 years ago and Mortal Kombat 23 years ago.Mortal Kombat was 23 years ago!?Yeah… I had to take a minute and sit down on that one, too…But this actually works?I legitimately think it does, yeah. It’s a giant monster movie very much on par with the likes of Kong: Skull Island in terms of being the giant-scale version of an old-fashioned B-movie. It’ very honest with itself and intrinsically “gets” that monster movies are essentially anthropomorphic disaster films where we can root for or against the disasters themselves and is smart enough to put someone as likable and “bigger than life” as Johnson in the lead human role. As ever, he’s the secret weapon here: He knows exactly what sort of movie he’s in.In what sense?He’s developed the same good instincts Schwarzenegger did back in the 90s. He gets that kids are fundamentally the backbone of the blockbuster scene, and he leans hard into it whenever the opportunity presents itself. So even though Rampage doesn’t “look like” like a family movie what with all the military hardware, gunplay, extreme monster-on-monster violence, people getting stomped, citywide destruction, gratuitous bad-guy munching… it is still a movie about a zookeeper who likes animals and is, therefore, good trying to protect his gorilla friend from villains who are mean to animals and therefore bad.As excuses to turn the entirety of Act 3 into the most expensive-looking recreation of a cheap 80s arcade game ever, it all pretty much works. What feels like a solid 20-30 minutes of three gigantic monsters climbing buildings, punching buildings, knocking over buildings, beating up tanks and planes, squashing people, fighting each other and doing… y’know, the dozen or so things you did to get points and keep playing longer in Rampage. And as a bonus, the movie leading up to it is a lot of fun in its own right because if you’re going to hang an action narrative on a single emotional beat “The Rock would like you to please stop hurting his gorilla friend” isn’t a bad way to go.How’s the rest of the cast?Naomie Harris holds her own as the good scientist who has to make all this made-up stuff sound real. Jeffrey Dean Morgan gets to strut around and do exposition with a goofy cowboy accent as a Government guy. Malin Ackerman gives great bad guy as the evil mad science corporate lady and gets rewarded with an all-time classic exit. George is a really good character, he’s played in part by a motion-capture actor named Jason Liles, and The Rock really sells their onscreen chemistry; so when it all finally comes down to the two of them versus the other two monsters in the ruins of Chicago… yeah, it’s cartoonishly absurd spectacle but it seriously works, and there are real stakes there beyond just how cool all the destruction looks (though all that does look pretty great.)So you’re recommending this?I am. I had an absolute blast, it works as well as a movie like this can possibly work, and I think kids especially are going to be really into the monster-battle stuff. I hope they make five or six more of these, easy.Do they do the thing from the game where the monsters punch holes in the buildings to make them fall over?They do!Do they do the thing where the monsters eat the toilet by accident and, like, spit it out all “Eeew! I ate a toilet!”They do not, unfortunately (unless I missed that part?)Ooh! Arno Gourndol, Adobe’s director of engineering for runtime foundation, said, “This proposal is intended to support sophisticated, magazine-style layouts using CSS.”Adobe officially released the Enterprise Edition of Adobe Digital Publishing Suite on March 7th. This technology, already adapted by Conde Nast, Dennis Publishing, Martha Stewart Living Omnimedia and National Geographic, allows publishers to “create, distribute, monetize and analyze digital magazines…” Adobe introduced a proposal this week that would allow publishers to incorporate layouts similar to those used in magazines for websites. Adobe is calling the new technology CSS Regions, and it will accomplish what the current CSS Multi-column Layout is unable to. Adobe is hoping to make CSS Regions the standard for websites digitally publishing magazine, newspaper and textbook layouts. CSS Multi-column layout utilizes columns that are all the same dimension and are placed next to each other. The CSS Regions goes beyond these capabilities, the central concept of this specification being a region, which is like a column, without restrictions on its geometry and position, according to Adobe. Adobe’s proposal details how the CSS Regions will also define features for cross-region floats, text fitting and region-based styling. CSS Regions will allow publishers to create a digital layout in which “content can flow from one area of the page to [the] next one without limitation of the area sizes and positions.”

File photoAt least 42,000 wild animals were rescued from smugglers in different parts of the country over the last seven years, a study by Bangladesh’s Forest Department has revealed.The study released in November last year also said that there were 13 Royal Begal Tigers among the rescued wild animals. Various organs and body parts of the tigers were also rcovered. It said that some of the wild animals were rescued while being smuggled within the country and others were rescued while they were being smuggled outside the country. Wildlife experts believe the number of wild animals being killed and smuggled is higher than the figures in the study. They said that many cases of wild animals being killed cannot be traced. Many of them were smuggled abroad.They said that wild animals are also smuggled to 15 private zoos in the country and to some recreation centres and farm houses owned by rich and powerful people. “There are now only a few cheetahs in Sangu Forest. Royal Bengal Tigers became extinct in other parts of the country and only remain in the Sundarbans,” prominent wildlife expert of the country Reza Khan told Prothom Alo.The forest department study shows that Myanmar, India and China are the prime destinations for smuggled Bangladeshi wild animals. Wild animals are being smuggled by all three routes- land, water and air. It said that law enforcers and forest department officials rescued Sundarban tigers, deer, snakes and tortoises among the wild animals being smuggled.Another study conducted jointly by the Wildlife Conservation Society Bangladesh and the Creative Conservation Alliance said that wild animals are being smuggled mainly from two divisions of the country – Khulna and Barisal. The animals are also smuggled from the Chittagong Hill Tracts, Sylhet and the forests near Dhaka. It said that 82 per cent of the smuggled animals are deer. The other smuggled animals are snakes, tortoises and tigers.A Prothom Alo investigation shows that the government’s measures to save wild animals are not adequate. The concerned unit to check wild life smuggling at the forest department is in a poor condition. It is located in the forest department’s head office with an office for research in Gazipur. However, the unit’s research department hardly has any activities. There are eight employees in these two offices, but they cannot take up any drive against wildlife related crimes without support from the other law enforcement agencies of the government. The conservator of forests at the Biodiversity and Wildlife Conservation department, Zahidul Kabir, told Prothom Alo that they do not have an adequate workforce to check wildlife related crimes.“We are trying hard with our limited capacity to prevent wildlife killings and smuggling. However, the capacity of the department must be strengthened. The department does not have the necessary workforce,” he said. Wildlife expert Reza Khan is of the same opinion. “The Royal Bengal Tiger is the symbol of bravery for the Bangladeshi people and this is the national animal. Unfortunately, no single body has been given specific responsibility to save this animal. Although Berman isn’t revealing details about the results, in an article in The New York Times he says that he found no evidence of a deliberate attempt to manipulate the markets. Instead, the investigators have identified a specific series of events that led up to the crash.“The report will clearly demonstrate how market conditions and events prior to the flash crash led to the extreme price moves,” Berman said, adding that the overall picture may not be as simple and straightforward as many people would like.In the weeks and months after the flash crash, a number of theories have been proposed to explain the volatile activity.
