Rabat – The case of Syrian refugees stranded on the border between Algeria and Morocco continues to cause controversy.For the Minister in charge of Moroccans Residing Abroad and Immigration Affairs, Abdelkrim Benatiq, these refugees are not in Moroccan territory, but are reportedly still stranded on the Algerian border.During a meeting with civil society organizations and associations regarding the situation of Syrian migrants in the Moroccan-Algerian border area, Benatiq urged Algeria and the UN High Commissioner for Refugees (UNHCR) to assume responsibility for Syrian refugees in Algeria. Benatiq stressed the joint and collective responsibility of the international community for Syrian refugees, emphasizing in this regard, the need for Algeria to be a partner in the matter, “which is not currently the case,” he said.The Minister discussed the case of the 54 Syrian nationals who tried to enter Morocco illegally from Algerian soil between April 17 and 19, explaining that these refugees “are on Algerian territory and not on the Moroccan borders.” He added that their fate depends on the Algerian State and UN bodies, including the Algerian UNHCR.During the meeting, Benatiq raised some questions, including how it’s possible for these refugees to move without the control and knowledge of the Algerian authorities. “Is it a migratory movement linked to ‘a political context’ or is there a group specialized in migratory trafficking that exploits the situation of these migrants?” The minister wondered.He revealed that satellite images prove the operation “was organized by means of transport, which makes it difficult for it not to be controlled by Algeria.”Civilian agencies in the area are also presenting some interesting statistics. According to their figures, 12,000 Syrian refugees are currently in Algerian territory. Among these, 1,500 are preparing to enter Morocco, provided the group of 54 refugees succeeds, Benatiq said. He added that the Kingdom, which does not promote illegal immigration or risk the stability of its borders, has decided not to accept “these illegal flows prepared in advance.”In this regard, the minister called on Algerian authorities to assume their political and moral responsibilities toward these Syrian asylum seekers, while specifying that their situation should not be exploited to create a problem along the borders between the two countries. Better still, Benatiq stressed that this issue is sensitive and requires cooperation between the two countries far from any logic of confrontation.“Morocco is ready to receive and consider the requests of Syrian refugees settled in Algeria wishing to enter its territory, but while taking into consideration the security provisions and the law on migration in Morocco,” Benatiq said.The deputy minister stated that Morocco does not use the immigration file as an element of pressure in the bilateral agenda, stressing that Morocco fully assumes its responsibility in this matter and seeks credible partners. He lamented, however, that “our neighbors are not willing to be partners.”Benatiq also highlighted the importance of partnerships with civil society associations to deal with issues related to Moroccans living abroad and the implementation of a migration policy.In a statement issued last Saturday, the Ministry of Foreign Affairs and International Cooperation asserted that Algeria must assume its political and moral responsibility regarding the situation of Syrian migrants in the Moroccan-Algerian border area.“The humanitarian tragedy faced by these Syrian populations should not be an element of pressure or blackmail in the context of the bilateral agenda,” the ministry said. It specified that the first phase of the exceptional operation to regularize the residence situation of foreigners, conducted from January to December 2014, helped fix the situation of more than 5,000 Syrians.
The long-term trend of global warming is continuing, despite the current La Niña weather phenomenon that is bringing relatively cooler temperatures to parts of the Equatorial Pacific region, the United Nations World Meteorological Organization (WMO) said today. Worldwide temperatures this year are expected to be above the long-term average, even though La Niña is also likely to persist through to the middle of 2008, WMO said in a press statement issued in Geneva. WMO Secretary-General Michel Jarraud said that while there will always be both cooler and warmer individual years, the overall trend in temperatures is still upwards. “For detecting climate change you should not look at any particular year, but instead examine the trends over a sufficiently long period of time,” he said. Parts of the central and eastern Pacific Ocean have experienced significantly cooler sea-surface temperatures in recent months, WMO reported, and cooling has also been recorded over China, Central Asia, Turkey and the Middle East. TORONTO — Hydro One has applied for a rate increase in order to keep the power system stable, its president and CEO said Thursday.Speaking after delivering remarks to the Empire Club, Mayo Schmidt spoke about the application that’s currently before the Ontario Energy Board, which seeks to increase rates by 0.5 per cent this year and 4.8 per cent next year.Hydro One has kept its distribution rates flat, what it is seeking is an increase to transmission rates, he said.“What we apply for is to keep the system stable and functioning,” Schmidt said. “If in fact we don’t apply for capital that’s required to replace aged equipment and that equipment fails, the system fails, so Ontario — in whatever region that would be — would be without power.”Ontario’s Liberal government cut hydro bills by an average of 25 per cent this year, after soaring costs for ratepayers helped send Premier Kathleen Wynne’s approval ratings to record lows.Schmidt took some credit for the hydro plan in his speech Thursday, telling the audience that when he started at Hydro One two years ago one of the company’s first initiatives was to advocate for rate relief. Hydro One customers have seen an average 31 per cent decrease in bills, he said.After the cut to bills this year, the government has said rate increases will be held to the rate of inflation for the next four years. The OEB will set Hydro One’s rates some time this fall.As it considers the application, the OEB recently ordered Hydro One to cut its administrative budget by $30 million over two years. Customers shouldn’t foot the bill for “unreasonably high” compensation for Hydro One’s senior staff, the regulator said.The total corporate management costs for Hydro One in 2014 of about $5.5 million are set to increase to $22.1 million in 2018, the OEB said.Ontario partially privatized Hydro One, starting with an IPO in 2015 and leaving the province with just under 50 per cent ownership.Hydro One has agreed that some of the compensation costs will be borne by the shareholders and not the customers, but Schmidt said the salaries are of fair market value.“We would take the view that the compensation is market-based compensation to attract and retain leaders in the business,” he said. “We respect that politicians in some cases may have a different view, which is fine.”Schmidt’s own compensation package, $4.5 million in 2016 that includes an $850,000 salary plus bonuses, has frequently come under fire from opposition politicians. The company has also reduced its costs by tens of millions of dollars over the last two years, he said, which benefits customers.The OEB also rejected a proposal to give all of the tax savings generated by the 2015 IPO of the partially privatized company to shareholders. The regulator instead mandated shareholders receive 71 per cent of the savings while ratepayers receive the remaining 29 per cent.That would drop Hydro One’s shareholders portion of tax savings from $81.9 million to $58.1 million in 2017 and from $89.6 million to $63.6 million in 2018.Hydro One has asked the OEB to reconsider.“When (Ontario) sold the company the shareholders that are acquiring those shares would have acquired the effect of the tax in their transaction,” Schmidt said. “We would have a view that the tax would belong to shareholders.”

The top United Nations envoy for HIV/AIDS in Africa said today that his recent two-week tour of the southern part of the continent had reinforced his fundamental conviction that a concerted effort between the African people and the international community can defeat the deadly disease.”No matter how terrible the scourge of AIDS, no matter how limited the capacity to respond, no matter how devastating the human toll, it is absolutely certain that the pandemic can be turned around with a joint and Herculean effort between the African countries themselves and the international community,” Stephen Lewis, the Secretary-General’s Special Envoy for HIV/AIDS in Africa, told the press in New York.Mr. Lewis said that at every stop on his four-country visit – Lesotho, Zimbabwe, Malawi and Zambia – he had been struck by the progress that had been made and the determination with which the African people and their governments were prepared to do battle against the terrible disease.The Special Envoy said that he was weary to the point of “exasperated intolerance” of those who would question Africa’s resolve, and stressed that even in the most extreme circumstances – such as those in the four nations he visited – Africans were engaged in endless initiatives and programmes, which if generalized throughout the continent, would halt the pandemic and prolong and save the lives of millions.Still, the scale of the catastrophe demanded massive resources, Mr. Lewis said, adding that his country visits had driven home how crucial it was for the wider international community to actively and aggressively support the Global Fund to Fight AIDS, Tuberculosis and Malaria. “It is impossible to overstate how strongly people feel that the Global Fund is the best vehicle we have to finance the struggle against the pandemic,” he said.”The Global Fund, at the end of January, can be said to be in crisis,” Mr. Lewis said, noting that it was legitimate to question the reticence of the rich countries and why they were willing to jeopardize the integrity of the most hopeful financial instrument available to combat the most cruel disease humankind had ever faced. Characterizing the paucity of available resources and seeming lack of interest in the breadth of the devastation as “mass murder by complacency,” Mr. Lewis said the time for polite entreaties was over.”People living with HIV/AIDS are in a race against time,” he said. “The pandemic cannot be allowed to continue, and those who watch it unfold with a kind of pathological equanimity must be held to account.” He observed that there might yet come a day when a peacetime tribunal would be created to deal with this particular type of crime against humanity.

When computers from official government buildings are replaced or removed in New Jersey, they can end up being sold or donated, but an audit found dozens of computers that were shrink-wrapped and ready for auction, with hard drives that were never wiped clean.The hard drives contained personal information from sensitive government files, including taxpayers’ social security numbers, computer passwords of government employees, private judicial memos, and even data from child abuse cases.The audit spanned 58 hard drives stored in government warehouses, and found that 46 of them had not been wiped clean before being scrapped.The agency behind the audit hopes it is a wake-up call to state governments around the country to take extreme caution with the highly sensitive information it stores on computer hard drives.Via AP

In a letter to USDA’s National Agricultural Statistics Service (NASS) this week, ASA expressed its support for NASS to conduct a new information collection, the 2013 Current Agricultural Industrial Reports (CAIR), specifically the M311J and M311K Oilseed and Oilseed Products reports.These reports were previously conducted by the U.S. Census Bureau provided data on production and usage trends in the domestic fats, oils and protein meal markets. The industry utilized the reports in many ways, and they are important to government agencies, private industry and futures markets. ASA noted in its letter that the information contained in these reports does not exist elsewhere, except in incomplete form, and cannot be easily replicated by another entity.ASA has led the effort to reinstate the reports, after the Census Bureau announced in 2012 that is would terminate the two reports, along with other CAIRs. ASA led a coalition of other agricultural and commodity groups that were impacted by the termination of the CAIRs to urge NASS to take over the reports.
Jammu :Thirty five people were killed and 22 injured on Monday in a road accident in Jammu and Kashmir’s Kishtwar district, an official said. The accident took place at 8.40 a.m. when a mini bus travelling from Keshwan area to Kishtwar town went out of the driver’s control and plunged into a gorge near Sirgwari village, said Angrez Singh Rana, Kishtwar District Magistrate. Over 5,700 people were moved out of the central Gujarat city and neighbouring areas due to flooding from the river which often dries up in summer, leaving only a stream of water behind. Here are five things to watch as Texas Republicans descend on the Metroplex:Cruz’s homecomingCruz’s convention speech Saturday afternoon looks to be his first formal remarks since ending his White House bid. Edwards, a member of the State Republican Executive Committee who endorsed Woodfill on Tuesday. “I see a potential for a floor fight. I see a roll call vote coming to confirm the number if it’s too close to call.”Abbott’s launchThe convention will serve as a launch of sorts for “Broken but Unbowed,” the book Abbott has written about his life and his push for a convention of states to amend the U.S. Constitution. Early copies of the tome will be available at his booth Thursday morning, and convention attendees are already being reminded of the coming release: Their hotel room keys are branded with an advertisement for the book. Abbott will help open the convention Thursday morning with a 10:45 a.m. speech that is expected to touch on his Texas Plan to take back states’ rights. As soon as the convention is over, Abbott is expected to hit the road to promote the book, which officially hits bookshelves Tuesday. On Wednesday, he will embark on a bus tour of the state during which he will hold book signings in 19 cities over the course of 10 days. The flurry of activity will no doubt fuel speculation about Abbott’s political ambitions, but he has already insisted the book is not a prologue to a run for higher office, even brushing off questions about whether he plans to seek re-election. “I’m not even considering the end of my term,” the governor said last week on a Houston TV show. Bathroom brawlThe convention is unfolding against the backdrop of an increasingly pitched battle over transgender rights in Texas and across the country. Patrick is leading the charge in the Lone Star State, most recently calling for the resignation of Fort Worth ISD Superintendent Kent Scribner over his approval of transgender student guidelines. “I think the LGBT has gone way too far this time.”— Tom Mechler, state GOP chairmanHeading into the convention, it remains to be seen how deep support for Patrick’s crusade is within the ranks of the Texas GOP. While some state lawmakers and activists have lined up behind the lieutenant governor to press the issue, Abbott and Straus have been much less vocal — if not silent. Mechler, who supports Patrick’s call to action, said he anticipates discussions in Dallas about whether to add a plank to the party platform on the issue.
