Fifty year old Charles Frank Sutter of Romeo was taken into custody this month and charged with fraud.According to Michigan State Police, a Mio homeowner hired Sutter owner of Prochoice Construction to repair his roof early last year. Sutter never completed the project and did not refund the $15,000 paid by the homeowner.State officials conducted an investigation that revealed the romeo man was operating without a license.
